[ArM5] Some more questions on laws and priviledges

I wondered if anybody knew...

Was it the reeve, or the bailiff, or who was it that had the responsibility 
for a mill (watermill for making flour out of grain) on the lands of a manor 
and to which degree would this sort of person be dependent/independent to 
the lord of the manor?

To what degree could a lesser noble part up and grant parts of the land he 
was holding? (Possilbly within the rules for inheritage. And how much could 
these rules in case be tweaked to fit them to a fitting heir who wasn't 
legally so?)

Preferably laws and customs fitting the south of France (Toulouse area or 
Provence).
