[ArM5] NPC Question

First of all, a question for David and/or John:

Is a Parma Fabula planned for 5th edition?  It would definitely making 
running the game easier.

Second, a question for everyone:

How do I get over the hump of generating NPCs for ArM games?  The 
thought of writing them up from scratch is daunting, not only where 
magi are concerned, but even in the case of NPCs like bandits or city 
guardsmen.  What strategies or shortcuts do people use to make NPC 
creation easier?  I can't use the NPC generator program b/c it's not 
set up for Mac folk, so that option is already out.  But are there 
others?
