Personally, I wouldn't allow a spell that has two seperate effects happening simultaneously. (Or more generally, I discourage any spell with more than one requisite.) The general idea of an air tight glass dome is okay to me though. (Although I don't think glass is as transparent in 1220 as we think it is.) And I would certainly require a targeting roll, if nothing else because it doesn't challenge parma.

Level 40

Base 5 : Create Glass
Size : +02  a dome with volume of 100 cubic paces , 1 pace thick , and a 
radius of  5 paces (4.8)
Sight : +03
Perdo : +01 destroy still air (within the dome)
Auram : +0
Concentration : +01

Spell creates a dome of transparent glass over the target and destroys air 
within the dome.

my assumptions here :
that the glass is thick enough to withstand air pressure on it.
glass rather than stone , so that you can see what the target is doing
concentration , because 15 minutes per score in Concentration should be 
enough for target to die from lack of air
air inside the Parma (if the target has one) wont sustain you long so it 
doesnt matter whether the effect penetrates or not

ok , the part im not sure of , is if you need to make a targeting roll.
