You are making a weird question. Why does magic allow mage to create
fire without any fuel? Because it is magic. Parma Magica is developed
to protect against all kind of magic.

I would rather suggest Concentration duration. It would suit the spell 
better. A munchkin would almost all the time choose Diameter. 

And there is one major drawback: You cannot pick nor wear anything made of 
steel. You cannot keep just metal in swords away from you unless you use 
the guideline of preventing single blow not hitting you. 

Either you prevent all steel or you has to have more precise control 
making base level higher.
